Good questions. Very odd to submit active duty service members to anything experimental, specifically because the outcome is not yet known. There could be issues with combat readiness that are not accounted for in the experimental design. Informed consent is another huge issue altogether.
You should look into the epas super fund sites most military bases are listed. Robins AFB in Ga is listed and my husband shockingly at age 59 has prostate cancer, link to the super fund toxic sludge at Robins. Or the dangerously toxic vaxes he got when there. Probably both.
Prayers for your husband. Having been stationed at some of the bases where PFA/PFO contaminates have been identified, this is also my concern (my husband’s future health).
